A veterinary officer with the NSW Department of Public Health who was appointed to the AIF on 17 October 1914. He embarked for Egypt with the 1st Veterinary Section on 19 December 1914.
The following is based on a summary of service that he submitted to the University of Sydney:
"Cecil Julian Manning Walters, B.V.Sc., M.B., Ch.M., F.R.A.C.S. : Captain, A.A.V.C., A.I.F., Egypt and France. Enlisting in August, 1914, and sailing in November, served with 1st Veterinary Hospital (sic), 2nd Division, 1st, 3rd and 4th A.L.H. Brigades and 5th Mobile Veterinary Hospital (sic) in Egypt (sic). Crossing with it to France in 1916, transferred to Veterinary Base (sic) Hospital, Calais, in October, 1917, returning to Australia in March, 1918." He was Mentioned in Despatches. The following is the recommendation for the award:
"For marked ability and devotion to duty. This officer has served as a Veterinary Officer since November 1914, and the whole period he has shown himself to be most hard working and conscientious. He has never failed to utilize his exceptional professional abilities for the benefit of the service. During the past five months as OC, 5th Australian Mobile Veterinary Section he has displayed great energy and initiative in dealing with the exceptionally large number of sick horses evacuated."
He embarked for Australia on and arrived on 4 March then his appointment in the AIF was terminated on 21 March 1918. He then returned to Sydney University to complete a medical degree. [JSB]
